Project Name: PMU Establishment for uMfolozi TVET College

Project description: A strategic review of the NSF, the general operations of the NSF, its efficiency and relevance with regards to the national skills priorities of the country. The strategic review includes the review of the strategic mandate, strategic policy scope and analysing its capacity, systems, and organisational structure in relation to its mandate as a skills levy entity. The outcomes of the review the development of the new Operating Model and Organisational design for the NSF.

Project description – Establishment of a Project Management Unit within the uMfolozi TVET College environment that is responsible for the implementation of all Artisan development projects, Occupational programmes, Learnerships and Skills programmes respectively. The scope included conducting a project maturity assessment of the project’s unit, designing new Business and Operating Models for the PMU, a Financial Model, and an Organisational Structure. 

Key Deliverables: Engage and develop a plan to administer and project manage the work of the MTT, and the service providers appointed to prepare reports. Administer and record documentation of the MTT including claims, invoices, reports, amongst other documentation and reports. Perform quality assurance of all reports received from appointed service providers and any other documentation to be prepared and submitted to the MTT, Minister or any other engagement as directed by the MTT. Prepare reports and presentations to the Minister monthly. Prepare and process all supply chain management matters to resource the MTT. This includes preparing terms of reference, appointments and processing of invoices and service delivery management. Preparing and managing invoices and payments on behalf of the MTT.

Outcomes:

Successfully established a new projects management system, which included: 

    • Operational PMU with a governance framework. ( Reporting templates, PM Tools, dashboards etc.) 
    • Improved efficiency in project planning, monitoring, and execution across multiple programmes.
    • Increased capacity to manage large-scale skills development initiatives effectively.

Impact: Empowered uMfolozi TVET College to achieve its strategic goals in skills development through a well-structured and efficient project management environment.
