Project Description: SAIMI identified the need to undertake a baseline skills audit and needs analysis to get a better understanding of the skills development requirements for Marine Transport. Inform the interventions required to grow the skills base of the sector to meet current and future demands. Prioritise and guide the development of the qualifications required for the sector. Get a better understanding of the local capacity to produce the required skills. To plan for future skills development prioritisation in line with the progression of the economic development. Create a baseline to measure the impact of interventions. Determine gaps and future skills needs for the Marine Transport sector.
Project description – Establishment of a Project Management Unit within the uMfolozi TVET College environment that is responsible for the implementation of all Artisan development projects, Occupational programmes, Learnerships and Skills programmes respectively. The scope included conducting a project maturity assessment of the project’s unit, designing new Business and Operating Models for the PMU, a Financial Model, and an Organisational Structure.
Key Deliverables:
- Baseline skills audit focused on the non-seafaring Marine Transport value chain.
- Identification of skills gaps, including digitalization, automation, and environmental compliance.
- Stakeholder engagements, online surveys, and industry interviews to collect data.
- Recommendations for curriculum updates, qualification development, and capacity-building initiatives.
Outcomes
- Recognition of critical skills shortages and high costs of maritime education as barriers to growth.
- Proposed pilot projects and collaboration with industry partners for targeted skills development.
- Implementation plan to align skills initiatives with industry demand, including recognition of prior learning (RPL) and mentorship programmes.
Impact: This study provided a framework to prioritize investments in skills development and fostered alignment between education providers and industry needs, supporting the growth of the Marine Transport sector in South Africa.
