Operationalisation of Skills Centres for the Services SETA

Project Name: PMU Establishment for uMfolozi TVET College

Project Description: The Services SETA embarked on a journey of constructing skills centres, colleges, artisan development centre and any other support to educational institutions across South Africa. These skills centres are an extension of the colleges (i.e. TVET/CET) and the residents within the surrounding areas will be the beneficiaries. The type of skills offered in the centres are determined through a needs analysis on scarce and critical skills within the area and the economic driving skills

Project description – Establishment of a Project Management Unit within the uMfolozi TVET College environment that is responsible for the implementation of all Artisan development projects, Occupational programmes, Learnerships and Skills programmes respectively. The scope included conducting a project maturity assessment of the project’s unit, designing new Business and Operating Models for the PMU, a Financial Model, and an Organisational Structure. 

Key Deliverables: SSETA appointed SMPC to facilitate the operationalisation of these various skills centres to ensure that they fulfil the purpose for which they are built. This role includes among others, the following

  • Overall coordination of stakeholders involved in the skills centres. 
  • Facilitate introduction of the centres to all stakeholders to promote access and success.
  • Ensure stakeholder participation and optimum utilisation of the developed skills centres.
  • Monitoring of skills development activities at the centres 
  • Source funding for skills development support from various key role players i.e. other SETAs, Local Economic Development Initiatives/interventions, and any other educational funding institutions.

Outcomes

  • Implementation of sustainable skills initiatives in the skills centres funded by the Services SETA across the country 
  • Established institutional arrangements in the skills centres to enable optimal stakeholders’ collaboration and participation respectively.
  • Implementation plan to align skills initiatives with industry demand, including recognition of prior learning (RPL) and mentorship programmes.

Impact: The centres are assisting to upskill unemployed youth in townships and rural communities including people living with disabilities. The centres have empowered entrepreneurs and cooperatives to participates in agriculture, manufacturing and technology innovation among others.
