Value Chain Study and the Development of a strategy and implementation for increased Small Medium and Micro Enterprise (SMME) participation in Oceans Economy

Project Name: PMU Establishment for uMfolozi TVET College

Project description: Conduct a comprehensive overview of the Oceans Economy and its subsectors in South Africa, which includes identifying the key components of the sector, inter-relationships, and linkages.  Conduct an analysis of the value chains of each of the Oceans Economy sub-sectors

Identify enablers for SMMEs and their role and impact on the oceans economy value chain will be identified. Develop a database of SMMEs in the various sub-sectors of the Oceans Economy. Identify potential areas of SMME participation as well as Enterprise Development opportunities and associated entry requirements in primary and support activities, including possible areas for outsourcing and sub-contracting. 

Project description – Establishment of a Project Management Unit within the uMfolozi TVET College environment that is responsible for the implementation of all Artisan development projects, Occupational programmes, Learnerships and Skills programmes respectively. The scope included conducting a project maturity assessment of the project’s unit, designing new Business and Operating Models for the PMU, a Financial Model, and an Organisational Structure. 

Key Deliverables:  A comprehensive report that entails a value chain analysis for the oceans economy and its subsectors as well as a database of companies in each subsector, including SMMEs as well as a strategy and implementation plan for SMME inclusion.

Outcomes: Recommendations for policy interventions and support mechanisms to integrate SMMEs into the Oceans Economy value chains.

Impact: Created a roadmap for inclusive economic growth and sustainable development within South Africa’s maritime sector.
